Jenny specialises in working with local government and the private sector across a full range of operational, strategic and policy aspects of waste management and recycling. Jenny’s interest focusses on putting theory into practice in a sound and deliverable manner and she uses her expertise, gained from many years in the industry, to assist the waste sector and related organisations in background research, reviewing services and strategies, developing new approaches, and implementing practical solutions. She is well-connected nationally and internationally which ensures that output from research, is balanced, nuanced and informative.
Jenny has recently been elected as a Fellow of the Chartered Institution of Wastes Management and sits on the North West Centre Council of the CIWM.



Jenny has nearly 30 years of experience across many aspects of waste management, as a local government officer, both client and contractor, as an adviser and researcher, a contract bidder for the private sector and whilst at WRAP. She assists central and local government and the private sector in the development of waste and recycling services, looking at innovative approaches within budgetary constraints, with a particular focus on collection systems.

She has extensive experience in carrying out service reviews, business case and strategy development and developing service specifications, method statements and evaluation methodology/ criteria. She has worked with many local authorities, taking them from service reviews and collection options appraisals through the procurement process to service delivery. She also has significant experience in stakeholder engagement and facilitation, having run workshops for WRAP and Resource Futures, engaging people at all levels.

Jenny’s varied career includes first-hand experience of depot operations, site design and safety considerations, plus a deep understanding of how all elements of waste services fit together, i.e. collection/ cleansing, waste transfer and off-take plus treatment and disposal. This is all underpinned by a thorough understanding of waste flows and composition, tonnages and bulk densities, vehicle payloads, loading and unloading and the various handling/ storage requirements of different materials.
