Report and webinar outlines how the UK can secure investment needed for a circular economy

CIWM (in partnership with the Circular Economy Institute) will launch a Resource Futures-authored report at this year’s Resource & Waste Management Expo (RWM), exploring how the UK can build capacity in reuse, repair and recycling, known collectively as the 3Rs, through targeted investment in infrastructure for key material streams including electronics, textiles, packaging and plastics.

To accompany this launch, Resource Futures and CIWM will co-host a free webinar exploring how the sector can overcome the financial and policy barriers slowing progress towards greater circularity.

Taking place on 24th September 2026 from 12:30-13:30pm, this session will host a discussion of the report’s findings and key actions that businesses, government and other stakeholders can take to bring about an increase in reuse, repair and recycling across key sectors.

Resource Futures Policy Lead Susan Evans and Senior Consultant Max Goodliffe will be joined by Dan Cooke from CIWM to discuss:

  • Key market drivers and systemic barriers affecting investment in 3Rs infrastructure;
  • Evolving policy frameworks, including Extended Producer Responsibility (pEPR), the Plastic Packaging Tax (PPT) and WEEE regulations;
  • Balancing setup and operational costs to improve long-term financial returns;
  • Strategic priorities and investment opportunities for high-impact material streams, including plastics, electrical and electronic equipment (EEE), and packaging.

The session will be relevant to local authority leaders, waste and resource management professionals, infrastructure operators, policymakers and investors seeking to better understand how circular projects can be derisked and effectively scaled.
