Research: Assessment of resources and waste policy in England

On behalf of the Office for Environmental Protection (OEP), Resource Futures has carried out a high-level assessment of circular economy, resources and waste policy in England.  

Using the waste hierarchy as a basis for assessment and informed by a range of expert interviews and independent research, this report supports the OEP’s understanding of the policy and regulatory landscape, as well as the state of governance and reporting for waste and resources across England.  

Findings include identifying the key risks around, barriers to, and opportunities for progress in the waste hierarchy and in implementing the circular economy. 

The analysis in this report was used to inform the OEP’s report: ‘Progress in improving the natural environment in England 2023/2024’.
